Handcuffing individuals in freezing winter conditions presents a severe risk of frostbite and permanent tissue damage, as cold metal acts as a heat sink, rapidly extracting body heat and reducing blood flow to the hands. When skin is exposed to temperatures below -4C/25F, especially with high wind chill, ice crystals can form in the skin, resulting in potential amputation or permanent loss of sensation.

Risks of Handcuffs in Winter

Rapid Heat Loss: Metal handcuffs, when in direct contact with skin or under thin gloves, accelerate the freezing process.
Reduced Blood Flow: Tight handcuffs restrict circulation, which is already narrowed (vasoconstriction) due to the cold, leading to severe frostbite on wrists and fingers.
Increased Vulnerability: Cold can cause numbness, meaning an individual might not feel the onset of frostbite.
Wound Formation: Swelling during rewarming can lead to further injury from the restriction of the metal.

Immediate First Aid for Frostbite

If a person develops frostbite from cold exposure, take the following steps immediately:
Get Inside: Move to a warm environment, remove wet clothes, and remove restrictive items like handcuffs or jewelry.
Remove Restrictions: Remove rings, watches, or cuffs before the area swells.
Warmth: Soak the area in warm (not hot) water for 30–60 minutes. Alternatively, place hands under armpits.
Do Not Rub: Never rub or massage the frostbitten area, as this can cause further tissue damage.
Seek Medical Care: Seek medical attention within 24 to 48 hours to minimize the risk of amputation.

Preventive Measures for Security/Police

Use Proper Gear: Wear synthetic or wool base layers that wick moisture away to keep skin dry and warm.
Use Specialized Gear: Use equipment designed for winter, such as gear allowing access through coat zippers rather than lifting the coat.
Keep Hands Covered: Ensure gloves are worn between the skin and the metal handcuffs.
